HAP Wins Coveted Rogue Oscar Award 10/2/03

On October 1, 2003 Willamette Week bestowed its "prestigious" Rogue of the Week award upon the Housing Authority of Portland, ( http://www.wweek.com/flatfiles/News4382.lasso ). Their point, democracy is a messy business.

The freedom that allows Willamette Week to print criticism of government officials in a civil, uncivil, [the distinction is quite subjective] or any other manner is the same for every American citizen.

When Americans decided the government of King George (not the current one) was not behaving properly they acted in the most uncivil manner of all, they declared war on the government. When Americans from the North decided that Americans from the South shouldn't keep people as slaves they become most uncivil and declared "civil" war on the slave holders. When American women demanded the right to vote their protests were considered extremely uncivil by most members of congress and many of their husbands. When Americans accused the President of the United States of America, Richard Nixon, of being dishonest, unethical and a criminal they did so stridently in writing, on TV and in the streets. All of these American citizens are now considered exemplars of American behavior.

Nationally known elected democrats running for president have been so "civil" (aka "wimpy") to George W. Bush that Dr. Howard Dean and General Wesley Clark are getting most of the attention of voters, financial contributors and the press for their "uncivil" (forceful, uncensored and true) remarks.

Public officials, whether elected or appointed, and their staffs, must be held accountable for their actions. When those working in any official government capacity are dishonest, unethical or try to deny citizens their civil rights to free speech enshrined in both the Oregon and U. S. constitutions they must be called to account. And thank you Willamette Week for noticing.

Additional awards go to those publicly elected officials who, because of their reluctance to speak out, have given silent support to a new Oregon policy of public discrimination involving written communication by citizens to Boards and Commissions and elevating zip codes to special political status while denying the viability of neighborhoods as meaningful political entities. Shame on all of you.

[I share the honor of being dismissed by Howard Shapiro as persona non grata with my friends and neighbors from North Portland who worked tirelessly for years to bring our lost library back to Lombard. Never mind that not a single North Portlander testified in support of a Library at Columbia Villa. Howard Shapiro, in cahoots with Serena Cruz, bulldozed his plan through anyway. That's his style. Well, you've gone too far this time Howard. Establishing a public policy to limit written access to Board members is not only wrong it's foolish. And look at the information about your Board on this page. Did you really think you could prevent citizens from finding an alternative route? That was just silly. Your Board can thank you for providing the inspiration to do the research. [Kandis Nunn is an advisor to Innovation Partnership. That group sponspored “eVolvement” a program designed to help those of us in the Portsmouth neighborhood, “Explore ways to use the Internet to increase the quality and quantity of citizen participation in government decision-making.” eVolvement was a failure in design and execution but not intent. Apparently Ms. Nunn has been so busy committing good works on boards all over town she neglected to notice the conflict between public policies on citizen cummunication at Innovation Partnership versus those at the Housing Authority of Portland. At HAP, using “the Internet to increase the quality and quantity of citizen participation in government decision-making” is now a publicly announced censored activity aimed at a citizen from, ironically enough, the Portsmouth neighborhood. Kandis Nunn should be advising HAP to allow email and other written communications to its board. Kandis Nunn should be advising HAP to post a map of HAP client locations by neighborhood on its web site. That would be a very good way “to use the Internet to increase the quality and quantity of citizen participation in government decision-making.”]
