Missing Methane? - Don't Ask Me. It's Not My Job 7/21/03

During the Watergate era the predominant question was, "what did you know and when did you know it?" The query has resurfaced today with regard to real, imagined or manipulated preemptive war justifying "intelligence", WMDs and major presidential speeches. To be sure, the issue of the missing methane project at Columbia Villa does not raise to the level of presidential malfeasance. However, this story does add yet another example to the volume of evidence for regime change in both leadership and structure of Portland city government.

I recently challenged all five members of Portland's city council who voted to spend $20 million on remodeling Columbia Villa to explain why they hadn't supported the Villa methane conversion project.* Only Commissioner Dan Saltzman has replied for which he deserves credit. The rest, following in the tradition that its "Dan's bureau" not mine, dismiss their connections to their $20 million dollar votes. A strong mayor or city manager will stop this "I won't mess with your bureaus if you don't mess with mine" behavior. All five voted to spend $20 million of taxpayers money for a housing remodel project which did not include a methane conversion component. They are all equally responsible and all must explain their actions.

The following is a documented history of the methane conversion project. Contrary to Saltzman's letter of July 16, 2003** the facts below will substantiate the claim that there is no apparent evidence that any member of the Portland City Council or their staffs or anyone at BES or any HAP board member or HAP staff or any journalist has ever made a public statement that disputed my claims or notified me that the methane conversion project was either unfunded, unfeasible or unwanted by HAP or the city council.

Steve was very supportive of the idea of using Methane produced by the Treatment Plant as an energy source for the Portsmouth Project.

Steve and his staff would be willing to work with architects and engineers during the design phase to advise on methane conversion, recycled water and storm water drainage. Over the years I have worked with Steve and his predecessor Michael Reed on issues related to the Treatment Plant. We have a good working relationship and I am convinced that Stephen Behrndt and his staff will do whatever they can to help out."

April 24, 2001: "Last week, Commissioner Dan Saltzman and his office staff were briefed about HOPE VI in general and specifically about the opportunities available to pursue a broad range of sustainable development and operational practices. The Commissioner responded enthusiastically and volunteered to arrange for the City's Office of Sustainable Development to be engaged in our HOPE VI process. Part of that discussion involved the availability of methane gas from the adjoining treatment plant as a possible energy source. Although I've not yet spoken directly with OSD, they are trying to contact us to discuss all these matters."

Methane gas produced by the Columbia Wastewater Treatment Plant can provide a significant energy resource for heating air, water or generating electricity. The Columbia Boulevard Wastewater Treatment Plant uses 50% of the methane generated at the plant to make hot air, water and electricity for its own use. 20% of the methane is sold to Malarkey Roofing about half a mile down Columbia Blvd. The remaining 30% is available. Stephen Behrndt, Director of Wastewater Management for the City of Portland has expressed support for the idea."

June 27,2003: "Several friends of mine who are environmental activists have recently started to ask me about the project to convert the 30% excess methane at the Columbia Boulevard Wastewater Treatment Plant into a usable energy source for Columbia Villa. These folks may have some interest in public housing issues but their primary focus is on environmental and conservation issues. They, as I, have been bewildered by the unexplained apparent dismissal of this plan to turn a wasted natural resource into a valuable and usable source of energy.

The idea to convert the 30% excess methane at the Columbia Boulevard Wastewater Treatment Plant into a usable energy source for Columbia Villa has been on the public table for more than two years, since May 2001 when:
1. HAP's director, HAP's Villa remodel manager, HAP's lead architect, the Principal of Carleton Hart Architecture who also represented Mahlum Architects and the manager of the Columbia Boulevard Wastewater Treatment Plant all agreed to support the idea.
2. HAP's Villa remodel manager got a commitment from Commissioner Saltzman for two million dollars for methane conversion hardware.
3. An email, (later published here: http://www.goodgrowthnw.org ) stating the above was sent to a very large constituency of interested citizens and activists including the press and every member of the Portland City Council.
4. Information on this plan was included in a briefing packet to every member of the Portland Planning Commission.
5. Senior staff from every Commissioner's office was directly briefed on this subject.
6. This issue has been mentioned in direct testimony before the Portland City Council at least two or three times.

In addition to methane conversion a conservation plan to redirect water from the CBWTP to Columbia Villa suitable for watering trees, grass etc. also seems to have disappeared. Since June of 2001 I have neither seen nor heard evidence that indicates that HAP officials or the Portland City Council (which recently voted 5.6 million dollars in BES funds for the Villa remodel) have either included methane conversion and water diversion into the Columbia Villa remodel engineering and architectural plans or an explanation why those plans have been omitted from the design.

So, with the bulldozers on the horizon, the question arises, what do each of you have to say about these matters?"

July 2, 2003: "All five members of Portland's city council voted to support HAP's Villa remodel project with $20 million. Four of the five members and their staffs have all known about HAP's support of the methane and water distribution proposals and Commissioner Saltzman's $2 million contribution for more than TWO YEARS. So what happened? That is the question. An explanation is required from each member of the city council that voted to spend $20 million of taxpayer's money on HAP's Villa remodel project. A similar explanation from HAP's board would also be welcomed, but not expected. They are not accountable to the voters or taxpayers. Katz, Saltzman, Sten, Francesconi and Leonard are responsible. It is they, each individually, who must explain their actions on this matter.

Not a single member of the council has ever responded to this issue despite numerous articles, emails and several opportunities during my public testimony when not one of them chose to engage this issue if only to deny it. Your boss, Dan Saltzman's politically unnatural refusal to take credit for his contribution or even acknowledge the existence of this issue is incomprehensible."

July 3, 2003: "Suppose one of your fellow HAP board members was to run for public office in the not to distant future. And suppose someone asked the following question to the candidate:
You served on the HAP board when a project to convert excess methane from the Columbia Boulevard Wastewater Treatment Plant to provide energy and another project to recycle water from that plant had HAP's blessing. Both projects were imagined to recycle wasted natural resources and lower overhead costs for low-income residents of the remodeled Columbia Villa. The plan was supported by HAP's director, HAP's Villa remodel manager, HAP's lead architect, the Principal of Carleton Hart Architecture who also represented Mahlum Architects and the manager of the Columbia Boulevard Wastewater Treatment Plant. In addition, the plant manager agreed to house the equipment at the CBWTP sending only the energy resource in a pipe or cable across the street thus requiring no land from HAP. HAP's Villa remodel manager got a commitment from Commissioner Saltzman for two million dollars for methane conversion hardware in May of 2001. In July of 2003, when the final plans were submitted for a Type III review there was no evidence that these recycled energy resources were included. Please tell us why you, as a board member, never made any public comment about the unexplained loss of this energy resource plan to support low-income residents and why you did nothing to assure its success?

Below is some background material which supports, motivates and advances the question above. Why HAP abandoned an energy resource project which had substantial support and great potential benefit to future Villa residents and HAP's bottom line utility budget is as bewildering to me, and many others, as Commissioner Saltzman's refusal to admit that he knows anything about the proposal much less his $2 million commitment to fund it.

Regardless of my concern and opposition to parts of HAP's Villa remodel plan, I still maintain that whatever the final design the addition of the energy projects described above will be an asset to everyone involved."

Dear Richard:
Thank you for the numerous correspondences regarding HAP’s Columbia Villa Project and more specifically, the two million dollar contribution for methane and water distribution proposals. I apologize for the delay, but your comments required a good deal of research of when, where and how this commitment was made. As you may already know, we are using methane powered turbines at the Columbia Boulevard Wastewater Treatment Plant (CBWTP) and actively trying to work with Portland Parks and Recreation to utilize re-use water to irrigate park lands.

While I do remember discussing this conceptually in the beginning stages of the HAP project, the commitment was to look into the feasibility of the proposal. This was not in the context of a funding commitment and I am not sure where the $2 million figure came from. There was some excitement generated around the idea within the HAP organization, but the proposal never made it into the Hope VI application.

After further discussion with plant manager Steve Behrndt on the feasibility of piping methane and re-use water from the CBWTP to Columbia Villa, it was found to be cost prohibitive. This was unfortunate, but I will continue to identify opportunities to incorporate such sustainable practices.
